Collaborative Procurement Process
  • A collaborative procurement process begins when a GBAPPC member signals a need for a good or service that may be a shared commodity with other public agencies (e.g. road salt) and invites those agencies to participate in a joint procurement.

  • A lead agency is determined and will solicit requirements from members participating in the procurement.

  • Agencies work together to define scope, gather individual requirements, and prepare bid documents.

Our Process
  • The lead agency issues and manages the competitive bid process in accordance with their policies, procedures and by-laws governing the bid process.

  • Lead agency confirms compliance and issues results to all participating agencies

  • Each participating agency is a separate legal entity. They  awards their portion of the contract and issue purchase orders to the successful bidder/proponent.

Bid Opportunities are advertised through the Lead Agency’s bidding platform which  may include:
